The release version and package version don't have to tie up. In this case you are still running 7.8.1 as the underlying version has not changed significantly. We had to bump the package number so we could push through an update to clearos-release to exclude amavis- from the EPEL repos. It is such a minor change it does not warrant bumping the declared release version.
