Hopefully this is the right section. Here is my setup. At&t Uverse Router which serves up DHCP and Static IP's. I have a web server that is assigned one of the static IP's from the router. What I want to do is make Clearos the main firewall, place it between the router and the webserver. I still need to pull a static IP from the router so it is out in the open. How can this be accomplished?

You need to put the uverse modem in bridge mode and let clearos take care of the firewall.

If you want to use ClearOS as your firewall you will need to place it and it alone connected to your ISPs router. In many cases this means that you will be doing double-NAT. From your ISPs router configuration, port forward any or all ports you want ClearOS to own. Many people forward all of them (TCP and UDP) and then let ClearOS handle the port forwarding from there on out.

Usually what is sacrificed here is the ability to use the ISPs router as a wireless device since anyone connecting to it will be in front of the ClearOS firewall.
