You can use custom firewall rules or Web Access Control module (with the proxy).

I don't know the module at all, but if it is working with the proxy, I'd expect you to have to configure all your browsers to use the proxy explicitly rather than transparently. I would not have thought you'd need user accounts as you are trying to block machines rather than users.
