/etc/ethers then reload dnsmasq. Not so easy to force the IP change if they already have a lease. You would also have to stop dnsmasq, remove the relevant line in /var/lib/dnsmasq/dnsmasq.leases then restart dnsmasq. Then release and renew on your workstation. You cannot edit /var/lib/dnsmasq/dnsmasq.lease while dnsmasq is running as it flushes the cache to the file when it stops which would overwrite any changes you'd made.
