Use gateway.management from the ClearOS marketplace for the simplest and most effective solution.

A quick bit of research for the Puffin Browser gives this - click on the link once and select the OS (any) then click on the link again. Custom firewall rules like:
    $IPTABLES -I FORWARD -d 45.33.128.0/20 -j DROP
    $IPTABLES -I FORWARD -d 101.127.206.0/23 -j DROP
    $IPTABLES -I FORWARD -d 101.127.208.0/23 -j DROP
    $IPTABLES -I FORWARD -d 107.178.32.0/20 -j DROP
    should work.

In theory you can block TOR with the Protocol Filter but is is not working for some services. If you try installing it, can you then update it with:
    yum update netify* app-netify* --enablerepo=clearos-contribs-testing
although I know that version is not working with Bittorrent.
