I notice on my WiFi computers when resuming from sleep/hibernate that I've lost my internet connection, actually W10 tells me that. To temporary fix i drop my WiFi connection and reconnect. Access point is an Asus R8000 and it is in access point mode.
Even though I've lost my internet connection i can still access my windows shares and flexshares.

how do i fix?

it is a netgear R8000, and with "most" netgear routers you can type www.routerlogin.com from any computer on the wifi and connect.

Ok, i switched the AP over to static IP 192.168.1.100

To me, that exchange looks reasonably valid. The exchange begins on Jul 21 at 13:43:07 with Windoze requesting an IP and stating its current IP. ClearOS offers its current IP, Windoze then requests it and ClearOS acknowledges it. You then release it and re-request it. I've found some extensive text here if you have the patience to look through it. I suspect you have an M$ bug. Would you know if you get the same issue with a smaller subnet.

Also would it help to set the WAP to static? If it is not static or on a static lease, how do you know its IP address to manage it?

Your DHCP settings look OK to me, although I see you have a large LAN subnet. There is nothing wrong with that and it should work. It is possible that the error you are seeing is a M$ one as 169.x.y.z addresses are self-allocated by Windows when it cannot get a proper IP address. Sometimes this happens when Windows networking has not fully started before renewing the lease - perhaps the WiFi not reconnecting at this point.

When you got the error, do you see anything in /var/log/messages against the dnsmasq-dhcp process? You should at least see the device trying to renew.

Since you have so many IP addresses, can you try setting the WAP to a static IP?

Also have you tried using a smaller LAN subnet?

access point is set to get ip dynamic.
happened again, seems the ip address requested by window 10 is not in the valid range. perhaps my netmask is wrong on my LAN. See LAN ip settings and my DHSP server settings below

Is there anything in /var/log/messages for the dnsmasq-dhcp process?

If you consistently cannot join now, can you set up some packet sniffing on tcp:67 and tcp:68 to see if you are receiving anything from the laptop? Could there be a misconfiguration in the AP? Does the AP have an IP address on your LAN or is it still default? What is its IP address?

for some reason clearos will not allow the renew, see below.

    >ipconfig /renew

    Windows IP Configuration

No operation can be performed on Ethernet while it has its media disconnected.
No operation can be performed on Local Area Connection* 2 while it has its media disconnected.
No operation can be performed on Local Area Connection* 14 while it has its media disconnected.
An error occurred while renewing interface Wi-Fi : unable to contact your DHCP server. Request has timed out.
No operation can be performed on Bluetooth Network Connection while it has its media disconnected.

That looks OK. It just checking to see if there was a duplicate IP which can be a symptom of two DHCP servers. When you lose contact with the internet, can you do an "ipconfig /all" on the PC to see what DHCP server it is using. It should be ClearOS but there is a chance it could be a router acting as a WAP where the DHCP server has not been turned off.

It still sounds weird. Devices should start trying to renew their leases when half the lease time has expired, and they generally request to hold onto their current IP address. The renewal process should be very quick.

Can you run another command for me:
    arping -I your_LAN_interface your_ClearOS_LAN_IP
It is an upper case -i rather than a lower case -L. ctl+c to stop it. You should get no replies. Post back if you get any.

One reason could be the WiFi clients are loosing the default gateway during sleep/hibenate.

Does "ipconfig" show the gateway after waking up?
Have you tried to renew the DHCP lease (assuming dynamic connection)?
    ipconfig /release
    ipconfig /renew
