I recently installed COS 7 Home.
The first thing I noticed was that my upload speed is being throttled to 5 Mbps from the LAN to Internet but from the COS box (WAN) to Internet I get the expected 100/100. I noticed other post regarding this with PPPoe connections but I have Ethernet provisioned direct to the box. No modems involved.

Has anyone ran across this and found a fix for it? Barring that perhaps someone might help me to determine the cause and help fix it?

Can we check the NIC drivers? Please post the output to:
    lspci -k | grep Eth -A 3

To the best of my knowledge none. This is straight out of the box after installation. Single Sata HDD so no raid just two 1gb ethernet NICs. The COS box speed test is right on for 100/100 but same test from LAN is 100/5

What filtering applications are you using? If you are using the proxy server with the content filter, for example, the speed can be dependent on your disk's ability to write things to the cache. I've seen some configurations where squid/proxy was used on RAID 5 that was in the middle of creating the initial mirror and speed was super slow on a lot of things. If you have RAID check out its status from command line with:

    cat /proc/mdstat

You can even do that as a progress bar:

    watch cat /proc/mdstat

There are other things you can do to optimize performance here:
