I have use clearos v6, v7 normally use content filter and web proxy.
I want to block some user or local IP open youtube, facebook.

    You can manually firewall them (and you can use subnets e.g. w.x.y.z/28 etc to reduce the number of rules) or you can install the Web Access Control module.

    it's possbile to use restrictions to ip ranges of vlan's if we not use authentification?

    With the content/filter/proxy, you will need to use it in authenticated mode, block what you want then exempt certain IP's. The alternative is to use Gateway Management.

    Both of them really need you to used static DHCP leases. For the Proxy/content filter you need them only for the IP's you want to exempt. For GM you will probably want them for your non-default rule set.
