I have been using ClearOS for a number of years now and always had a static IP and gateway mode with Clear OS serving up IPs on my internal network(s) Eth0,1 and 2.
Now I am moving to the country and LTE is the only answer to my internet connection for my small in-house network. With the LTE serving up IPs dynamically can ClearOS be set up to be my DHCP server for my networks(s) not knowing what the IP is?
I now set the Eternal NIC to the static Ip supplied by my existing ISP but with LTE this will become dynamic.

ClearOS Community release 6.9.0 (currently) maybe 7xx is in my future if it will handle the dynamic IP from my LTE internet connection.

I am sorry this is in the wrong section and I think I have answered my own question. I usually have a static IP on my external port as I use a DSL connection then share it with CllearOS to my network.
When I have to move to LTE as my internet connection (not DSL) I cannot have a static IP so I will now use Dynmic DNS to manage the changing external IP address.

I'm afraid I am not totally clear what you're after. Whether the WAN is static or dynamic has no effect on your LAN, so, for a first pass, everything will work as normal.
Where some confusion exists is that you've posted the question in the Static IPsec VPN for Home section of the forum. Are you trying to configure an IPsec VPN as well, as this is not done quite the same way.
Is your new LTE WAN IP address a public one or private - private ones are in the subnets 10.0.0.0/8, 172.16.0.0/12 or 192.168.0.0/16.
