In the DHCP list is noticed that 1 device is no listed, but has received an IP from the server.

My solar inverteris connected by LAN to my switch/server and is receiving an IP from the DHCP server
dnsmasq-dhcp[63758]: DHCPOFFER(eno2) 192.168.1.208 00:27:02:1c:6f:64


But is is not listed in webconfig DHCP server overview.

    The static leases are also listed in DHCP list.
    These devices had receipt the IP from the DHCP server and are set as static in the menu later.

    Yes. The devices is connect for a few month and is getting its IP renew everytime

    Has the device a static IP address? I'm not completely sure but I think when the address is static it is not listed in your DHCP list.

    Same. This IP is also missing.
    I've added on advise of Dave "dhcp-leasefile=/var/lib/dnsmasq/dnsmasq.leases" in /etc/dnsmasq.conf, but no change.

    You should have an ACK with the OFFER. The ACK is a message from the client device that it has received the OFFER and accepted it. For example:
