I have a ClearOS 7.5 updated (automatic) and my IDS rules are dated 2015. (Sun Jul 19 03:20:16 2015).
According to rpm my rules are snort-gpl-rules-2.9.0.8-2.v7.noarch
I'm eligible and licensed for IDS rule updates. Why aren't there any updates?

The GPL rule set has not been updated for years now as you're seeing. However the ClearOS set up is a little confusing and there is an issue tracker to sort it out one day. The GPL rules can be seen at Webconfig > Gateway > Intrusion Protection > Intrusion Detection System. The subscribed rules used in Business and so on appear in Webconfig > Cloud > Updates > IDS Signatures, but make sure you have the app installed from the Marketplace.
