When trying to install:
plexmediaserver-1.4.1.3362-77c6a4f80.x86_64

yum localinstall plexmediaserver-1.4.1.3362-77c6a4f80.x86_64.rpm

You could try using --skip-broken to work around the problem

That rpm is broken for Redhat/Centos derived systems as they don't install the python executable in /usr/local/bin/python.

see https://forums.plex.tv/discussion/258370/problem-installing-pms-1-4-1-on-fedora-25 and a workaround...
